I think it's tilt shift photography. it doesnt show clearly in the pic that you post but in another one, with the green tree on the right, I can tell, tilted and shifted.
This type of photography required a special lens call tilt shift lens, quite exp :)).
We can use photoshop or special software to create the same effect, but obviously organic is still better than artificial in all means.
